Summary0003492: "Segoe UI Symbol" font cannot be registered if "Segoe UI" is already registered
Description

This is follow up of https://www.noesisengine.com/forums/viewtopic.php?t=3374

We cannot show certain characters from "Segoe UI Symbol" Font Family.
It turned out that in our configuration, we first register "Segoe UI" before "Segoe UI Symbol".
In such case, the current Noesis implementation seems to mistakenly recognizing that "Segoe UI Symbol" is already cached and no longer need to be read (see the code explanation in the forum thread).

I attached a patch to reproduce this issue in Noesis source code.

Steps To Reproduce
  1. Apply the patch
  2. Run the Hello World sample -> it will show the U+2300 diameter character as an empty box.
