This happens when a FreezableCollection that is Frozen is modified, but without a callstack it would be hard to determine the origin.
Could you please create a ticket and if you find at least a scene where it happens sometimes, I could put a breakpoint to catch whenever it happens.

Hi, The first popup that shows seems like a normal UI interaction (you decide when to show it, mouse right-click, key binding, whatever...), nothing to do with the ViewModel. Then, you can show other parts of that panel (using a Expander, ToggleButton...?) again with no intervention of the ViewModel...
