Besides the issue with the dispatcher, async DataContexts are tricky. Make sure you are implementing them right. There is a good article on the MSDN.

SoftwareKeyboardCallback (in IntegrationAPI.h) is implemented in our application framework using IME on Win32Display and using InputPane on UWPDisplay.

Are any of those options a valid path for you?

Yes, with MeshGeometry you need to build a mesh (vertices + indices) yourself. Stroke won't work. That's why I said it was too low-level.
