But I noticed nothing about licensing of this version there, I mean 1.2.
Should I use this one http://www.noesisengine.com/licensing.php or something else?

The version of NoesisGUI you can download from the Asset Store is always an old and free version. If you want the latest version, you need to use our licensing table. As you can see, even the latest version is free for indie development.
