The default implementation of ScrollViewer does not provide that kind of behavior, but you can subscribe to touch and manipulation events in the ScrollViewer to translate its content as you need.

Clarification, touch manipulations are not active with mouse events. You need to activate 'Emulate Touch' in the View. Besides, there is a manipulation event (ManipulationBoundaryFeedback) that is not implemented that can help here.
