XboxOne onscreen keyboard cannot be closed with "B"

Hello,
We're on Noesis 3.1.1-10893. This is in xbox native.
We're seeing an xbox OS keyboard show up again if you try to exit it with "B".
This seems to happen because:
state comes out of GetGamepadState saying "A" is pressed (when I only pressed "B") and focus engage gets triggered from there and keyboard opens.
I'm wondering if you have seen something like this before?
As far as I can tell we don't do any switching of buttons in this case (like PS switches O and X), is there anything earlier up the food chain that can effect this?
It might be as silly off by 1 on some enum .. as A to B is 179 to 180.
Note this doesn't happen if I break point in SoftwareKeyboard::Callback .. does that mean there might be an "input flush" call missing?
Edit: anecdotally this may have something to do with focus engage / focus without engage.
