Hello, I am considering this product for creating UI/UX interfaces in my mod for Gta San Andreas. I am interested in the question of interface rendering, unfortunately, the game uses Directx 9, and this question confuses me, is this product suitable for me?

Noesis is rendering-agnostic, meaning you can implement your own renderer. We provide reference implementations for D3D11, D3D12, and others.

If you need D3D9 support, you would have to create your own D3D9 renderer (others have attempted this before, as noted in #1390).

I recommend reviewing our Integration Tutorial for guidance.
