Summary0001729: Cannot set a property inside of a converter using a resource
Description

This issue was reported on the forums here: https://www.noesisengine.com/forums/viewtopic.php?f=3&t=2017 and includes more complete code samples. When a converter has properties, these properties are unable to be set to a resource. Noesis reports the resource is not found. For a minimal example:

<SolidColorBrush x:Key="LocalBrush" Color="Green"/>
<local:SomeConverterWithABrushProperty x:Key="SomeName" SomeBrushProperty="{StaticResource LocalBrush}"/>

This will fail with the error: StaticResource 'LocalBrush' not found.
