Summary0002175: Feature Request: UWP ARM64 support
Description

Currently, Noesis provides uwp_arm, uwp_x86 and uwp_x86_64 binaries.
The missing piece is uwp_arm64, please add it.

My app is 64-bit only, and I would like to support ARM devices like Surface Pro X.
Such devices are not yet capable to emulate x64 code.
