Summary0003177: Open Document Tabs Cannot be Re-Ordered
Description

It is currently not possible to re-order tabs of various open Documents in studio.
Currently, the only way to set a desired order, is to close all tabs, and re-open them strictly in the order they should appear at the top.

Steps To Reproduce

Repro Steps:

1) Open any Project file.
2) Open multiple XAMLs within the project at once.
3) Attempt to move the position of any of the open tabs.
Observe how tabs are not drag-and-droppable.

Expected Result: Tabs can be re-ordered at any time.
