Repro Steps:

1) In a new Noesis Studio Project, create a couple folders.
2) At the Project Root, create a couple files. These can be of any type (XAML Components are probably the easiest/fastest to create)
3) Inside of the Assets Panel, select one of the files created in Step 2).
4) With the first file still selected, press [Ctrl] and click on a second file.

Observe how multiple files cannot be selected within the Assets Panel.

Expected Result: Multiple files can be selected (and moved at the same time) in the same way that Elements within the Navigator can be moved multiple at a time.
