Every type of Resource created from anywhere but the Resources Panel get created within GlobalResources by Default.
However, Styles and Templates appear to be an exception to the rule, and are created within the current Page.

This can result in a slightly confusing experience and can lead to difficulty in finding, and managing Style resources.
All Resources should behave in the same manner, and therefore, Styles and Templates should likely also be created by Default in GlobalResources (unless created from the 'Search a type of Resource to create' Resources panel).

Please note that I am mostly creating this ticket as a record of this though, and as a matter of discussion first.
