Summary0003574: Transform adorners disappearing after rotation
Description

Rotating an element makes most transform adorners disappear. Depending on the angle, it's either the skew or the scale adorners, or both.

Steps To Reproduce
  1. With an element selected, click the transform tool and rotate it between 90-180
  2. Hover transform rectangles with the transform tool cursor, you'll see Skew and / or Scale adorners missing.
