Summary0003926: Unable To Use ArrowKeys to Nudge Grid Within StackPanel within DataTemplate
Description

Currently, in a situation where a user would otherwise be able to move an Element via the Margins, an equivalent action is not possible using the ArrowKeys.

Steps To Reproduce

Repro Steps:

1) Download an open the attached Project in Noesis Studio
2) Open the Map.xaml file.
3) Right-Click on any of the visible Houses on the map, and from the context menu, navigate to 'Templates'-->'Content Control'-->'Edit'.
4) Within the Template, identify, then select the Grid named "Tile_Base_Grid"
5) Use the ArrowKeys to attempt to move the Grid around.

Observe that it cannot be moved with the ArrowKeys.

6) With "Tile_Base_Grid" still selected, from its Properties Panel, modify the Margin values instead.

Observe how the Grid is able to move around.

Expected Results: ArrowKeys are always available to change the position of an Element on-Stage.
