Currently, a 'Special Value Indicator Dot' can be seen in the section headers above Properties that otherwise appear to have no values set on them from the end-user's perspective.

Note that after discussion, this was determined to take place when a value is coming from the Internal Theme, which is why in the title, I'd emphasize a Visually value-less Property. Because, to the end user, they are blind to this technical detail, in the current implementation.

Repro Steps:
1) Create a Project containing a MainPage.xaml
2) Introduce a ListBox to the Stage.
3) Select the ListBox, and in its Properties Panel, under the 'Styling' Header, open the expander to reveal 'Focus Visual Style'.
4) Click on the (+) icon on the Focus Visual Style's Row.
This will open the Resource Creation Popup.

5) In the Popup, input a name for the Resource, then select 'Accept'.
Currently, it is not possible in many cases to select a Location for the Resource, and as a result there is a 50/50 chance that currently, this will induce a crash.

6) If a crash occured, restart the application, and open the Focus Visual Style created in Step 4) and Step 5).
7) Observe the 'Styling' Properties Header within the Style's Dummy Editor. Observe that an indicator dot is present.

8) Expand the 'Styling' Property section.
Observe how no Properties within it contain any special values that correspond to the colour of the dot.

Expected Results: Either the hidden Style needs to be exposed for the Dot to be justified or the Dot needs to not be present if the value can't be accessed.
