Currently, when expanding the Transform Properties Expander the Layout Transform Section:

• Displays a Layout Translate X and a Layout Translate Y Property pair, but without displaying an active "Translate" Tab.
• Once any other Layout Transform Tab is selected, the Layout Translate fields becoming permanently inaccessible.

Repro Steps:

1) Create a new Project featuring a MainPage.xaml
2) Select the RootGrid included within the MainPage.xaml, and navigate to its Properties Panel.
3) Select the expander of the Transform Properties section. This will reveal the Layout Transform and 3D Transform sections.

Observe how unlike the Render Transform and 3D Transform sections, the Layout Transform section has no currently-active Tab.

4) Select the tab for either the Layout Transform's Rotate, Scale, or Skew.
Observe how the Layout Transform's TranslateX and TranslateY Properties are now permanently inaccessible.

Expected Results:
If Layout Transforms contain a 'Translate' tab and associated functionality, this tab should be shown in the Layout Transform tabs at all times.
If Layout Transforms don't contain a 'Translate' function, TranslateX and TranslateY shouldn't be shown as the default fields under the Layout Transform section.
