Currently, the PART_VerticalScrollBar forces the usage of the Forced Cursor Property to 'True'

What this results in, is that anything contained within the VerticalScrollBarTemplate, is unable to be given any custom Cursors at all. (For example, a 'Hand' Cursor for the Thumb, but an 'Arrow' Cursor for the RepeatButtons)

Note that ForcedCursor can be set to "False" successfully in XAML directly (and then displays as expected in Studio). However, it still does force a Cursor it appears.

Repro Steps:

1) Create a Studio Project containing a MainPage.xaml.

2) Introduce a ScrollViewer to the Page, and directly within it, drag in a TextBlock with a width of 80, and a Font Size of 300 as to make the ScrollViewer's ScrollBar visible.

3) Create a new ScrollViewer Template from the ScrollViewer present on the stage. (Saved to GlobalResources, saved as any name)
This will open the inline editor for the ScrollViewer Template.

4) Identify the PART_VerticalScrollBar, and select it.

5) In the VerticalScrollbar's Properties Panel, in the Search Field, type 'cursor".
This will display the 'Forced Cursor' Property as well as the 'Cursor' Property.

6) Attempt to change the ForceCursor Property to 'False'.

Observe how this option cannot be changed.

Expected Results: The Scrollbar's Cursor Properties can be freely modified.
