Currently, the 'BlurEffect' BackgroundEffectBehaviour works as intended to blur a background with an Element that has not been rotated.

However, if the angle of the Element is Transform Rotated (as either a Render Transform, or a Layout Transform), the blurring effect will no longer blur the target background as expected.

This same unexpected behaviour also occurs or if the Transform Scale of the blurring Element is set to -1 across either axis.

Note that these same results occur whether the BlurEffect BackgroundEffectBehaviour was set up before or after the rotation or scale change.

The only way I have found to 'resolve' this, is to transform a Shape into a Path, then rotate it, then 'Flatten Transform'....and then apply the BlurEffect BackgroundEffectBehaviour

Repro Steps:

1) Download and open the attached Noesis Project.

2) In the Navigator, select the 'Blurrer' Element.

3) In the Properties Panel of the 'Blurrer' Element, set its RenderTransform Angle to '180'.

Observe how the Blur effect that was previously visible on-screen is no longer displayed.

4) Reset the 'Blurrer' RenderTransform Angle to '0'.

Observe how the Blur effect is visible once again.

5) Set the Blurrer's Layout Transform ScaleX to Property '-1'.

Observe how the Blur effect that was previously visible on-screen is no longer displayed.

Expected Results: The BlurEffect BackgrounndEffectBehaviour draws based on the rendered shape on-Stage (just as it successfully does with Translate Transforms).
