Currently, when selecting multiple Elements, typically any Properties that both share, will display in the Properties Panel, whilst Properties they don't have in common, will hide.

Property Categories however do not seem to hide if both Elements don't share a Property within the Category in common.
This can result, during an Element multiselection for an empty Property Category to display (with a Blue dot if one of the Elements has a Property with a Local Value).

It is possible we may want to not only hide individual Properties, but entire Property Categories if the multiselected Elements don't have a Property in common in said Category.

Repro Steps:

1) Create a Studio Project featuring a MainPage.xaml
2) Introduce a TabControl to the Page
3) Right-Click the TabControl, and navigate to: Templates-->TabControl-->Create
This will open the TabControl Template in the Template Dummy Editor.

4) Expand all Elements in the Navigator, and by holding [Ctrl] and left-clicking on both the TabPanel, as well as the Border Element, make a multiselection of both Elements.

5) Inspect their (shared) Properties Panel.
Observe the display of the 'TabPanel' Category, despite the fact that the Border has no TabPanel Category Properties.
Observe the blue dot signifying a Local Value is within it.

6) Click the expander arrow within the 'TabPanel' Properties Category.

Observe how the expander is empty, and the blue dot disappears.

Expected Results: Property Categories are not present for Categories in which both selected Elements have no Properties in common.
