Currently, the 'LayoutScaler' Element is offered as part of the 'Panel and Layout' section of the Add Element Panel.

Many of these Panel and Layout Elements are equally offered when right-clicking on any Element used in a Page/Template, navigating to the 'Layout' category, and either selecting, for the Element, to either 'Replace With' or 'Group Into'.

However, due to it being an extension and requiring MetaData to appear here; the LayoutScaler is not included as part of the available Panel and Layout Elements to select from.

Enveloping a Page root into a LayoutElement is a very common operation to perform during the screen creation process, so this seems to be a very valuable addition to offer in this context.

Repro Steps:

1) Create a new Studio Project featuring a MainPage.xaml.

2) Navigate to the 'Add Element' Panel, expand the 'Panel and Layout' category, and take note of all of the Elements available.

3) Right-Click on the root Grid of the Navigator, navigate to the 'Layout' section, then enter both the 'Replace With' and the 'Group Into' sections.
Observe how the 'LayoutScaler' Element is not present in the context menu.

Expected Results: Elements can be Replace With, or Grouped into a LayoutScaler Element from the Navigator.
