Currently, hover over any Element in the Navigator or the Timeline, provides a ToolTip containing information about the Element Type, as well as the applied Style.

Hover, when hovering over an Element's Property in the Timeline, the ToolTip only produces a '<>' entry.

Repro Steps:

1) Create a Studio Project featuring a MainPage.xaml

2) Navigate to the Animation/Storyboards Tab, and create a new Storyboard animation.
This will open the Storyboard in 'record' mode.

3) On the Timeline, move the playhead forward, and make any change to any Property of any Element on the Page.
This will key a Keyframe on the Timeline at the position of the Playhead.

4) In the Timeline, select the Element that they Keyframe was added to, and click on its arrow expander to the right of the Element's name. If required, continue expanding any children further, until there are no more sections to expand.

5) In the Timeline, hover over the name of the Property that features the Keyframe.

Observe how a ToolTip appears, displaying '<>'.

Expected Results: There is likely no need for these Property names to have a Tooltip at all. However, this could be reconsidered if we can think of anything useful to display in this case.
