Currently, there is an issue where it is not possible to click-and-drag an Element in the Navigator, or an Assets Folder in the Assets Panel, to a destination target that is not within direct view of the Scrollviewer, as:

• The ScrollWheel function becomes disabled during click-and-drag.
• Dragging the clicked-and-dragged item to the top of the panel, doesn't automatically scroll the panel up.

Repro Steps:

1) Create a new Studio Project containing a MainPage.xaml
2) In the Assets Panel, under the /Root, create a new directory named 'A_DestinationFolder'
3) Create as many folders as needed in the /Root of the Assets Panel to make the Assets Panel Scrollbar become visible.
4) Create a folder named 'Z_SourceFolder'. Due to its naming, it should position itself at the very bottom of the list.
4) Scroll down to the bottom of the list to make the 'A_Destination' no longer visible/above the fold.
5) Attempt to click-and-drag the 'Z_SourceFolder' to the 'A_DestinationFolder'.

Observe how the operation can't be accomplished.

6) Repeat a similar setup with levels of hierarchy in the Navigator, if desired.

Observe how the operation can't be completed in this scenario either.

Expected Results:
a) When an item is clicked-and-dragged, the scrolling functions of a Panel don't become disabled, and the list can still be scrolled using the MouseWheel.
b) When an item is clicked-and-dragged to the top of the Panel, within a designated hitbox of Y-Height, the scrollviewer automatically scrolls up until the cursor is removed from said hitbox.
