I don't really feel that Xbox should be locked behind a pro license because you can develop for Xbox with a regular xbox.
You need a devkit from Microsoft to develop using our C++ Native SDK in Xbox. A regular Xbox won't work, at least for C++. As far as I know, a regular Xbox should work with the UWP SDK that is publicly available.
