When use Page and when use UserControl

I have a doubt and it is when I have to use Page class and when UserControl class. I see that Page class inherits from UserControl.
When do I have to use each one?

    public partial class UserControlTest : Page
    {
        public UserControlTest()
        {
            InitializeComponent();
        }

    public partial class UserControlTest : UserControl
    {
        public UserControlTest()
        {
            InitializeComponent();
        }

In Noesis the Page is just a UserControl with a Title property, we didn't implement any of the browser navigation logic. So you can probably stick to UserControls in your project.
