Repro Steps:

1) Create a Page
2) Create 3 new Resources of your choice, but ideally they should be of the same type. (eg 3 different Solid Colour Brushes would make a great choice)
3) Hover over any of the 3 Resources, and click-and-drag the 'dragger' icon that appears on-hover and attempt to change the order of the resource within the list.

Observe how the order does not change after clicked-and-dragged-and-dropped into the newly-desired position.

Expected result: Resources can be re-ordered.
