Summary0003958: Resources Cannot Be Dragged Into A Non-Visible Area Of The Resources Panel
Description

Currently, although we implemented Re-Ordering of Resources within the Resources Panel, we are however missing behaviour to allow a user to drag a Resource into an area of the list not visible in the Resource list viewport.

Re-ordering the of Resources should work just like re-ordering of Elements within the Navigator: if you click-and-drag near the top edge of the visible area, the list should scroll up.
Additionally, if a resource is clicked-and-held and dragged, moving the scrollwheel should scroll the list, leaving the Resource in the user's hand.

Steps To Reproduce

Repro Steps:

1) Create a Page
2) Navigate to the Resources Panel
3) Create enough Resources so that there are more than fit in the height of the panel.
4) Select a Resource, then attempt to click-and-drag it into a section of the list that is not visible in the viewport.

Observe how the Resource cannot be moved to a non-visible area.

5) With the Resource still selected and clicked-and-dragged, attempt to scroll the MouseWheel.

Observe how the list doesn't scroll.

Expected Results: Resources can be moved in one step to any position within their list.
