Currently, in the Resources Panel, when hovering over either the GlobalResources, the Page/Component, or an Element, and pressing the 'plus' icon, there exists an option to "Create Dictionary".

This doesn't give a full indication to the user about the operation that will take place upon actuating this option.

In reality, the operation is a "Create and Merge Dictionary Into Target", and not just an action of creating a standalone, unlinked Dictionary.

The current wording is especially misleading as within the same menu we have the option to 'Merge Dictionary' which may give the indication that "Create Dictionary" is only the creation phase, and that a second step to merge it may need to be taken.

I may suggest that we change the label to "Create and Merge Dictionary" to make this clearer. There is an argument for potentially specifying the 'Target'/Destination, but I suspect that simply adding the "Merge" action in the label will help a lot.
