Summary0003536: Elements Receive a Hover State During the Adorner Transform of Another Element
Description

Currently, when hovering over any element with the Selection Tool (V), the element receives a Blue outline, as well as a blue label in the upper-right-hand corner.

This adorner style does not appear when hovering over any element with any other tool selected.

When resizing another element ("Element B") by clicking-and-dragging its adorners in a way so that the edge of "Element B" is dragged over "Element A", "Element A" receives an adorner as if it was hovered with the Selection Tool (V).

Steps To Reproduce

Repro Steps:

1) Create a Page
2) Introduce a 512x512 Rectangle ("Rectangle_A") to the Page within the Root Grid, with a Horizontal Alignment of 'Center' and a Vertical Alignment of 'Center'.
3) Using the Selection Tool (V), hover the mouse over this Rectangle.
Observe the hover state that appears around the Rectangle.

3) Duplicate the Rectangle within the Root Grid (Ctrl+D) to make "Rectangle_B", and set its Horizontal Alignment to 'Right', and its Vertical Alignment to 'Top'.
4) Using the Selection Tool (V), hover over the lower-left corner of the duplicate Rectangle ("Rectangle_B"), and click-and-drag the 'scale' adorner to the middle of the screen, until it overlaps with "Rectangle_A" in the center of the screen.

Observe how Rectangle_A receives the same border adorner that is usually applied when hovering over an element.

Expected Results: An element's hover adorner only appears when during a 'valid' hover (ie when the element can be clicked or interacted with).

(Note however that the red 'Snapping' adorners are correctly displaying when dragging over an element, and require no change)

I think this is my most picky bug I've ever submitted. Demoting to 'Trivial'

This also happens when dragging a value in the Properties panel and the mouse ends over the stage. In those situations we should "capture" the mouse and avoid showing other adorners.
