ToolTip (as ContextMenu) can't be set as children of any element because they should be set in the corresponding property.

But there is no clear way to edit those properties in a visual way. We should talk more about this and find a pattern to set and edit complex tooltips, context menu or other properties like BulletDecorator.Bullet, Track.Thumb, etc.
