Currently, it seems that if a layout is set to have RightToLeft flow, adorners of TextBlocks will be flipped both vertically and horizontally.

Repro Steps:

1) Open the MiniShowcases Project from the InternalProjects repo.
2) Open the Localization.xaml sample, and 'Play' the UI.
3) Whilst still in 'Play' mode, use the language-selector dropdown in the UI to switch from English to Arabic.
4) With Arabic selected, press 'Stop' at the top of the window. This will conserve the Arabic localization state, but allow for interaction with on-screen Elements.
5) Select any of the TextBlocks in the Arabic localization.

Observe how the adorners around the TextBlock are flipped vertically and horizontally.

Expected Results:
Adorners are always displayed in a single direction, regardless of UI Flow Properties or Scripts.
