Currently, if you copy-paste a Resource XAML file from one Project to another, the Resources xaml file appears within Studio's Assets Panel.
The file also appears in the Resources Panel. However, the Resources themselves do not appear in the Resources Panel.

Repro Steps:

1) Create a Project_A inside of its own directory, and containing a selection of assorted Resources contained within the Project's GlobalResources.xaml dictionary
2) Create a Project_B inside of its own directory.
3) Open Project_B
4) Copy-Paste Project_A's GlobalResources.xaml file into Project_B's directory.

5) Navigate to Project_B's Assets Panel.
Observe how GlobalResources.xaml has been correctly detected, and visible.

6) Navigate to Project_B's Resources Panel, and select GlobalResources.xaml
Observe how there are no Resources shown within GlobalResources.xaml

7) Open Project_B's GlobalResources.xaml in its own Tab (from the Assets Panel), and then open the Resources Tab again.
Observe how all of the GlobalResources Resources are visible in this context.

Expected Results: Universally-accessible Resources are visible, and accessible from the Resources Panel regardless of which file is opened and inspected.

Note: This issue resolves through a reboot of the application.
