Currently, when scrubbing over a keyframe in a storyboard, its Property Value in the Properties Panel often displays different Property values every time the Playhead is placed over the keyframe.

See attached video, where moving the Playhead over the keyed MinAngle value, displayed five different Property values at the exact same 6s mark timestamp:

Repro Steps:

1) Download and open the attached Studio Project.

2) With the MainPage open, navigate to the Animation/Storyboards panel, and open the Storyboard titled "Animation".

3) Expand all of "Rosace_1_RadialTicks" keyed Properties in the Timeline, then select "Rosace 1_RadialTicks" to have its Properties display in the Properties Panel.

4) Move the Playead to the 6s mark, and observe the value of the "MinAngle" Property.

5) By clicking-and-dragging on the Playead, move it left and right across the Timeline, clicking-and-holding, and releasing across various points, before returning it to the keyframe at the 6s mark.

6) Repeat Step 5) multiple times, making a note of the MinAngle Value at each time the Playhead is dropped on the 6s mark.

7) Repeat Steps 5) and 6), but this time using the NextFrame/PreviousFrame buttons in the Timeline.

Observe how a variety of MinAngle values are displayed at the same 6s mark.

Expected Results: Values shown at a timestamp are always a consistent truth.
