Currently, when displaying a PopUp's content, either by selecting it in the Navigator, by setting its 'Open' Property to 'Checked', or by entering a Template of any content it is hosting; the appearance of everything that is a child of the PopUp Element, does not reflect its Stage position in real time.

Repro Steps:

1) Download, unzip, and open the attached "PopUpPositionNotUpdating" Noesis Project.

2) In the Navigator, identify the PopUp Element, and select it to make its hosted content appear on the Stage.
At this point, the PopUp overlay will be visible on-Stage.

3) Hold the middle-mouse button, and pan the Stage around, and move the mousewheel up and down to zoom in/out

Observe how the PopUp content stays fixed in place, whilst the Page content around it, moves, and changes in size.

4) Click any non-popup related Element in the Navigator, then click on the PopUp Element again.

Observe how its position has changed to reflect its prior zoom and pan changes.

5) Right-Click on the ContentControl contained within the PopUp Element, and enter its Content Template.
This will open the Template in the inline Template Dummy Editor.

6) Make some creative changes to the internals of this Template, panning the Stage around, and zooming in and out.

Observe how the Template Elements do not react to panning and zooming actions.

7) Click on the DataTemplate Root item in the Navigator.

Observe how the Template's internal Elements now reflect the panning and zooming changes made prior.

Expected Results: PopUps, and PopUp contents instantly reflect the current Pan and Zoom Settings
