Currently, it is possible to create, and edit a ToolTip Template from the Page, entering through its Inline Template Editor.

However, the same ToolTip Template Resource can't be edited as successfully when entered via the Resources Panel 'Pencil' (Edit) icon.

Initially, this opens the Template with what appears to only be the bottom edge of the Data Template Design-Time Dimension adorner, and the Template Stage can't be zoomed in-or-out, or panned around (using MiddleMouse(Hold) and Drag).

Repro Steps:

1) Create a Studio Project containing a MainPage.xaml

2) On the MainPage, introduce a ToolTip Element to the root Grid.

3) Once introduced, right-click on the ToolTip Element, and create a Template for it.
This will open the new ToolTip Resource in its inline Dummy Template Editor.

Observe how the Template can be edited as desired (despite there being no control over zoom level - related to https://www.noesisengine.com/bugs/view.php?id=4801)

4) Navigate to the Resources Panel, find the ToolTip Template Resource created in Step 3), hover over it, and press the Pencil (Edit Template Resource) icon.
This will open the ToolTip Template Resource in its isolated Editor.

Observe a green line in the middle of the Stage.

5) Introduce a TextBlock to the Template, and set its Vertical and Horizontal Alignments to Center/Center.
(This will be to simply establish a visual frame of reference for the next step)

5) Attempt to Pan the camera using MiddleMouse(Hold)+Drag, and attempt to Zoom in/out using the MouseWheel.

Observe how neither action can be completed.

Expected Results: ToolTip Templates opened from the Resources Panel can be edited successfully, and allow complete manipulation of its X, Y, and Z -axis.
