Currently, when performing a Resource Search within the Resources Panel, it is possible to hover over any of the Resources in the list.
Doing so reveals a 'dragger' which is typically used to re-order Resources within a Resource Dictionary's Resource Panel listing.

However, when performing a Search, the 'dragger' appears on hover, but Resources cannot be re-ordered, essentially rendering it a piece of non-functional UI.

When in an active Search, the 'dragger' should not be visible on however to reflect the current functionality of not being able to re-order Resources in this mode.
(Resources can still be dragged from the Resources Panel to a Property though by clicking and dragging on the Resource item in the Resources Panel)

Repro Steps:

1) Create a Studio Project featuring a MainPage.xaml

2) Navigate to the Resources Panel, and select GlobalResources.

3) Create 3 Color Resources within GlobalResources, without renaming their default names.

4) In the Search field at the top of the Resources Panel, type 'c' to enter Search Mode. Due to the default names, all 3 Color Resources created should still show.

5) Hover over any of the Color Resouces in the Search Results, and click and drag on the 'dragger' to the left of the Color Resource swatch, and drag it into a new position within the list of results.

Observe how despite there being a visible 'dragger', the Color Resources cannot be dragged-to-re-order.

Expected Results: The Resources UI does not display a 'dragger' on hover of each Resource, clearly indicating that Resources cannot be re-ordered whilst a search is active.
