Summary0004954: Cannot scroll within properties panel when in play mode
Description

Version: 2.285

While in play mode it is not possible to scroll within properties panel.
I was trying to inspect a property that was on the bottom side of properties, i was no able to access it.
I had to workaround by collapsing several panels before hitting play, then i could read bottom properties.

Expected: Can scroll and inspect properties in properties panel while in play mode ( no need to edit )
Actual: Cannot scroll in properties panel in play mode.

From commit #16950 the Searchbar, Scrollbar and Categories are enabled in Play Mode too.
