Currently, it is possible to rename a Setter by double-clicking on its name in the Interactivity/Setters Panel.
However, selecting a Setter, and pressing the [F2] 'Rename' shortcut, instead invites the user to rename the root of the Template in the Navigator.

In addition to the [F2] not targeting the correct item, renaming a template Root is a disallowed operation (covered in https://www.noesisengine.com/bugs/view.php?id=4973 )

1) Crate a Studio Project featuring a MainPage.xaml

2) Introduce a Button Element on the Stage, and create a new Template for it.
This will open the new Template inside of the Inline Template Dummy Editor.

3) Within the Button Template, navigate to the Interactivity/Setters panel.
Observe how there are Setters present in the list already.

4) Double-click on any Setter name.
Observe how it is possible to rename the Setter.

5) Select any Setter, and instead of double-clicking on it, press the [F2] 'Rename' shortcut
Observe how Focus goes to t he Template's root in the Navigator instead of the Setter name.

Expected Results: Pressing [F2] with a Setter selected gives the user the opportunity to rename it.
