Currently, if using the Path Tool on a Path Element that has a Visibility of 'Collapsed', the Path's manipulation on-Stage can produce unexpected results, including Path Points ending up in strange locations.

Repro Steps:

1) Create a Page containing a MainPage.xaml

2) Equip the Path Tool (P), and draw a first fully-enclosed shape on the Page.

3) Set the Path's 'Visibility' Property to 'Collapsed'

4) Ensuring that the Path Element is still selected in the Navigator, with the Path Tool (P), draw further fully enclosed vector shapes on-Stage. Ideally, for best chances of reproducing this bug, the new shapes drawn should ideally overlap, and extend beyond the bounds of previous shapes.

Observe, how at one point, the Paths rendered on-Stage don't match the Path Points and Vertice adorners drawn on-Stage.

5) Save all open documents, re-open the Page, then select the Path Element from the Navigator.

Observe how the Path and its Adorners not only are desynced with eachother, but are also repositioned on the Stage itself.

Expected Results:
Either: Collapsed Paths can't be Path-Tool-Manipulated
Or: Paths Points and Path Vertices are accurately positioned in the 2D space even when their Path Element is 'Collapsed.'
